The City of Coquitlam reviews and updates it Development Cost Charges (DCCs) every few years to reflect current costs and growth trends. Development Cost Charge Bylaw Number 4950, 2019 (PDF) came into effect on July 2, 2019. Development Cost Charges (DCC’s) will help pay for transportation, water, sewer, drainage, park acquisition and some park development projects which are necessary to service the community due to growth.
A new proposed bylaw (PDF) received first three readings on May 2, 2022 and will go to Council for final approval in the summer upon provincial approval of the updated program, with an effective date of October 1, 2022.

New DCC rates will be in effect at fourth and Final Reading of the new DCC Bylaw, which is anticipated to be completed in the summer of 2022. However, legislation provides protection to in-stream:
Building permit applications
Precursor applications (re-zoning and DP)
These applications must be complete and received prior to adoption of the new bylaw.
In order to qualify for the current DCC rates, applications must submitted to the City prior to adoption of the new DCC bylaw and:
Building permits/subdivision must be granted within one year of bylaw adoption; or
Re-zoning and DP applications must result in building permit issuance within one year of bylaw adoption
