The B.C. government has enacted legislation that impacts how Coquitlam plans for growth in areas around SkyTrain stations referred to as ‘Transit-Oriented Areas’.
Affected Areas in Coquitlam
The legislation applies to the following eight SkyTrain stations:
Key Changes in Transit-Oriented Areas
- Areas within 800 metres of SkyTrain stations are designated as Transit-Oriented Areas
- Minimum allowable building heights and densities are set by the Province
- Minimum residential parking requirements have been removed, except for those for individuals with disabilities
Transit-Oriented Areas in the Official Community Plan
As part of the new Interim Official Community Plan (OCP), Coquitlam has updated land uses to allow the minimum densities and heights in the Burquitlam and Lougheed Town Centre Transit-Oriented Areas and established a Transit-Oriented Area Reserve for lands within the remaining Transit-Oriented Areas that require additional neighbourhood planning to support higher densities.

About the Proposed Land Use Changes in the Southwest Shoulders and Corridors
The City of Coquitlam is updating land use plans in Coquitlam to guide growth in areas just outside provincially designated Transit-Oriented Areas (TOAs) and along key corridors such as Austin and Como Lake Avenues. This work supports the second stage of the Transit-Oriented Areas Update and builds on provincial housing legislation introduced in 2023.
On Monday, May 11, 2026, Council gave 1st Reading to OCP and Zoning Amendment bylaws to formalize the draft land use concepts for the Southwest Shoulders and Corridors.

Next Steps
A Public Hearing on the OCP and Zoning Amendment Bylaws will be scheduled for May 27, 2026 at 7 p.m. The public hearing will be the final opportunity to speak on the proposed changes for the Southwest Shoulders and Corridors. Following the public hearing, Council will consider the bylaws for final adoption (2nd, 3rd and 4th readings).
If approved, the OCP amendments would:
- Designate new areas for future medium-density apartment and townhouse developments;
- Reestablish coherent land use boundaries and transitions that were lost due to provincially-mandated Transit-Oriented Areas;
- Encourage mixed-use development, including shops and services; and
- Support the development of new infrastructure and amenities.
If approved, the Zoning amendments would update the Evergreen Line Core and Shoulder Station Areas (Schedule "O") to match Transit-Oriented Area boundaries and the proposed Medium-Density Residential and Townhouse Residential areas in the Shoulders.
