The Local Government Act requires that a Public Hearing be held before Council adopts an amendment to the Zoning Bylaw (referred to as a rezoning application) or Official Community Plan Bylaw. Public Hearings are chaired by the Mayor or Acting Mayor and held to provide the public with an opportunity to convey their views on proposed land use amendments.
The City is continuing to facilitate electronic participation for Public Hearings. Those wishing to listen and/or participate at the Public Hearing can call 604-927-3010 for details and instructions.
If you do not wish to provide input, but would like to view the proceedings, please watch the webcast online.
Public Hearings are advertised in the local newspaper and online prior to the scheduled Public Hearing. In most instances, Public Notices are also mailed to owners and occupants of surrounding properties (within 100 metres of the land that is the subject of the application) and signs are posted on the subject property at least ten days prior to the scheduled Public Hearing.
The Planning and Development Department Brief to Public Hearing is provided to Council in advance of Public Hearings as a means of providing any further information requested by Council at First Reading of the Bylaw and prior to the Public Hearing. The Brief is made available to the public on the Friday prior to the Public Hearing.
Public Hearings are broadcast live on the internet. Broadcasts of past Public Hearings can also be accessed through the City’s Webcast archive.
The public submission package will be made available the day of the Meeting.
If you believe that you are affected by a proposed land use application being considered at the Public Hearing, you may submit written comments prior to, or make a presentation via Zoom, or in-person, during, a scheduled Public Hearing.
If you would like to participate in the Public Hearing, we encourage you to register as far in advance of the meeting as possible. A comprehensive list of participation methods is provided below.

To afford Council an opportunity to review your submission, please ensure that you forward it to the City Clerk’s Office prior to noon on the day of the hearing. Please note that the drop boxes will be emptied shortly after 12 p.m. and not checked again prior to the hearing.
Written submissions provided in response to this consultation, including names and addresses, will become part of the public record which includes the submissions being made available for public inspection and on our Agendas and Minutes page. Please note, you may register to attend the meeting remotely without signing up to speak to an item. The City Clerk’s Office will compile a speakers list for each item. Everyone will be permitted to speak at the Public Hearing but those who have registered in advance will be given first opportunity. Once the speakers list has been exhausted, you will be asked to use the raise hand feature to indicate if you would like to speak. For participants using the telephone, the raise hand feature can be activated by dialing *9. For participants using a computer/smart phone/tablet, the raise hand feature can be activated by selecting the raise hand button found in Webinar Controls. Please also note that there is a short delay between the broadcast of the meeting available at Agenda and Minutes page and the Zoom meeting. It is not advisable to use both methods to view the proceedings at the same time.
Presentations or submissions must be received by Council before the Public Hearing for that application is concluded as Council is not permitted to receive or consider any further submissions or information after conclusion of an item.
Speaking Tips for remote participants:
Remote participation will be conducted by Zoom. Zoom can be used via a computer with a microphone, a tablet or smart phone, or by a land line. Zoom is a US based video conferencing solution used extensively by cities and the provincial government. Like most similar programs/software/services, Zoom will collect a limited amount of personal information about you when you register to join the meeting. If you are not comfortable with this collection of personal information, please participate by writing to Council.
